Council ponders rentals, crime and city attorney

During its regular July 18, 2023 meeting, the Forney City Council met to consider home rentals, fire station 2, city attorney.

  • Held a 40-minute joint executive session with FEDC re:
    • Project Buddies

  • Held a general discussion on housing issues facing the City.
        This was a lengthy discussion about regulating rentals to help exclude criminal elements, and to regulate short-term rentals in single-family (SF) areas.  There was a suggestion to consider a Housing Authority, which would regulate Federal Assistance (such as section 8) in the city and 5 miles into the ETJ.
        Mayor Roberson said it's good to hear such passion about this, should be on agenda soon.
  • Public Comment
    • Ms. Linda Gamble spoke about scheduling of trash pickup.  Recently hers was not picked up, when she called CDW they gave a vague time.  Other cities have twice per week, and weekly recycle (except for Terrell).

  • approved as one consent item:

    • a final plat for the Dollar Tree Forney, located south of the intersection of North F.M. 548 and Reeder Lane in the Forney extra-territorial jurisdiction. (Staff/Planning and Zoning Commission recommend approval of the item.)
    • a preliminary plat for the Forney Fire Station No. 2, located at 980 Reeder Lane. (Staff/Planning and Zoning Commission recommend approval of the item.)
    • a revised site plan for RaceTrac Market, located at 30 N. F.M. 548. (Staff/Planning and Zoning Commission recommend approval of the item.)
    • a right-of-way plat for Innovation Boulevard. (Staff/Planning and Zoning Commission recommend approval of the item.)
    • a site plan for an electrical substation to operate on property located south and west of W. Trinity Street. (Staff/Planning and Zoning Commission recommend approval of the item.)
    • a site plan for the Property 5105, located at 312 Industrial Drive. (Staff/Planning and Zoning Commission recommend approval of the item.)

  • Approved a final plat for the Pinnacle Montessori - Heartland, located northeast of the F.M. 741 and Interstate Highway 20 intersection in the City of Forney extra-territorial jurisdiction. (Staff/Planning and Zoning Commission recommend approval of the item.)
        Mr. Morgan said this is outside city limits.
  • Held Public Hearings -

    • Approved an Ordinance approving a conditional use permit for a food vendor to operate at 210 E. Broad Street. (Planning and Zoning Commission recommends approval of the item.)
          Mr. Morgan said it's a hot dog cart, wants to be next to Cotton Gin, got one reply to public notices in favor.
          There was no public input.
    • Approved an Ordinance to rezone 0.312 acres of property from General Retail District and Single-Family Residential-6 District to General Retail District. The property is located south of the E. Main Street and Chestnut Street intersection. (Planning and Zoning Commission recommends approval of the item.)
          Mr. Morgan said it backs up to SF6, adjacent areas are GR, this is for photography studio plus event center, concept plan shows 14 spaces, conforms to building size.
          There was no public input.
    • Approved an Ordinance approving a conditional use permit for a structure greater than thirty-six feet (36’) in height to be constructed at 980 Reeder Lane. (Staff/Planning and Zoning Commission recommend approval of the item.)
          There was no public input.

  • Approved a revised site plan for Fire Station No. 2, located at 980 Reeder Lane. (Staff/Planning and Zoning Commission recommend approval of the item.)
        Mr. Morgan said same project just discussed, additional screening of more cedar fencing.
  • City Manager's report - Mr. Zook will be discussing budget soon.
