During its regular Apr. 02, 2019 meeting, the Forney City Council met and in summary: Proclaimed Kamryn Turnbow week, showed an interactive online map, continued with annexation process, appointed new Presiding Municipal Judge. (watch official video)

  • Approved as one consent item:
    • a Resolution authorizing continued participation with the Steering Committee of Cities served by Oncor and authorizing the payment of membership dues to fund regulatory and related activities related to the Oncor Electric Delivery Company, LLC.
    • a change order for the Austin and Houston Street Repairs and Sanitary Sewer Improvements Project and acceptance of the public improvements.
    • a Resolution awarding a contract to KIK Underground, LLC for the construction services for the West Broad Street Sanitary Sewer Improvements Project, and all related issues.
    • authorize the City Manager to execute the early termination of all leasing agreements with CSI Leasing.

    • 2nd Public Hearing regarding the annexation of an approximate 250.5942 acre tract of land owned by Kate Pinson McKellar Estate, et al., situated in the John Gregg Survey, Abstract No. 171, Kaufman County, Texas, Kaufman CAD Property ID 6471, located at 0 S FM 740, south of Dalview Drive.
          Mr. Thatcher said owners were notified, as were utility companies, FISD, county, notices published in Messenger. No annexation may occur until 20 days after the 2nd public hearing.
          Mr. Gibson spoke about item 4 & 5, he doesn't want to enter into an agreement, but his attorney has contacted Mr. Thatcher. He said he is in the ETJ, and asked why his property is being annexed - Mayor Wilson said it's part of the growth plan for the city.
          Mr. Thatcher said item 1 needed to be discussed in executive session.
    • 2nd Public Hearing regarding the annexation of an approximate 44.308 acre tract of land owned by Sharon A. Riggs and Linda C. Martin, situated in the John Gregg Survey, Abstract No. 171, Kaufman County, Texas, Kaufman CAD Property ID 6414, located at 0 FM 460, south of the intersection of FM 740 and FM 460.
    • did not hold 2nd Public Hearing regarding the annexation of an approximate 45.00 acre tract of land owned by TRBP Limited, situated in the John Gregg Survey, Abstract No. 171, Kaufman County, Texas, Kaufman CAD Property ID 196884, located at the end of West Trinity Street.
          There was no public input.
    • 2nd Public Hearing regarding the annexation of an approximate 5.00 acre tract of land owned by John D. Gibson and Sarita K. French, situated in the John Gregg Survey, Abstract No. 171, Kaufman County, Texas, Kaufman CAD Property ID 6583, located at 0 FM 740, south of the intersection of FM 740 and FM 460.
          There was no public input.
    • 2nd Public Hearing regarding the annexation of an approximate 7.304 acre tract of land owned by John D. Gibson and Sarita K. French, situated in the John Gregg Survey, Abstract No. 171, Kaufman County, Texas, Kaufman CAD Property ID 6582, located at 0 FM 740, south of the intersection of FM 740 and FM 460.

  • Vision 2025 -- Goals and Initiatives - Mr. Carson said staff has updated the list from the Nov. 17, 2018 meeting.
  • Approved a Resolution accepting the resignation of Presiding Municipal Judge of the Forney Municipal Court of Record No. 1 and making an appointment for the unexpired term through September 30, 2020.
        Mr. Thatcher said Judge Spain wants to resign, wants council to appoint her daughter Jessica; resignation effective May 1. Ms. Penn thanked Ms. Spain for her service. Mayor Wilson asked if anyone else had applied for the position; Mr. Thatcher said she will only resign if her daughter would be appointed. Mayor Wilson asked about requirements - Mr. Thatcher said only requirement is to be an attorney in good standing, and she is.
  • City Manager's report - Kaufman County cleanup May 3 & 4, precinct 2 barn; 4th BBQ cookoff May 31 & June 1, signup on city website.
  • Council Comments - Mr. Johnson pleased about change order where receiving funds back; Ms. Penn kudos to tambryn, again thanks rita/mia; KM also thanks spain, johny worthom passed; Ms. Powers thanks spain and welcomes jessica; Mr. Myers thanks staff for new tools; MT thanks kyle & peter for new tool, spain has been a great service to city; Mayor Wilson thanks cameryn.
