Council approves distribution zoning, options for tree preservation

During its regular Dec. 15, 2020 meeting, the Forney City Council met to consider protested project Blue Jay, Forney Marketplace mods, Tree preservation rules, more potential distribution centers, bond committee.

  • Held Public Hearings -
    • Pulled: an Ordinance rezoning 349.09 acres of land from Agricultural District to a Planned Development District with a mix of residential and non-residential uses. The property includes 246.38 acres located southeast of Forney High School and south of F.M. 741 and 102.71 acres located east of F.M. 741 and Lakemont Drive.
    • Approved an Ordinance rezoning 44.918 acres of land from Agricultural District to Planned Development District with a base zoning of Light Industrial. The property is located east of S. Gateway Boulevard and south of Akron Way.
      Six residents spoke against this item.
      Mr. Myers moved approval requiring 14ft wall as stated in sound study. Approved unanimously.
    • Approved an Ordinance amending the Forney Marketplace Planned Development (Ordinance 11-15) by amending the development standards and concept plan.
      There was no public input.
    • Approved an Ordinance amending the City of Forney Comprehensive Zoning Ordinance by amending the tree preservation requirements.
      There was no public input.
    • Approved an Ordinance amending the Wellington Ridge Planned Development (Ordinance 20-32) by amending the development standards, including tree preservation requirements.
      There was no public input.

  • Approved the HSW Addition Preliminary Plat. The property is located east of S. Gateway Boulevard and south of Akron Way.
    Mr. Morgan said this is related to prior Bluejay item. This is to establish lot lines, P&Z denied it due to zoning denial.
  • Approved the HSW Addition Site Plan with a 14 ft sound wall. The property is located east of S. Gateway Boulevard and south of Akron Way.
    Mr. Morgan said is same bluejay projects, similar to other distribution uses, with condition no stacking or parking on Akron way. Sound study was completed, a motion should reflect recommendation be met.
  • Approved a Resolution approving a Development Agreement between the City of Forney and Platform 80-20, LP for the development of an approximate 60 acres of land located on CR 212.
    Mr. Thatcher said this would be for 60 acres, majority in ETJ. Proposing annexation petition, want uses to be consistent with the area. This is near Goodyear, would be similar uses. There is no requirement for city to provide services.
  • Approved a Resolution approving a Development Agreement between the City of Forney and Stillwater Capital for the development of an approximate 47 acres of land located on CR 212.
    Mr. Thatcher said similar to what just discussed, almost due N of previous item, closer to Hwy 80, LI uses such as warehouse, not in city limits so will be petition for annexation and zoning for a PD w/ base use LI.
  • Approved a Resolution establishing a committee to analyze the feasibility of seeking an election for the issuance of general obligation bonds for various City related projects.
