P&Z approves subdiv expansions, Christian Bro's, Bush's Chicken

During its regular Apr. 06, 2017 meeting, the Forney Planning & Zoning Commission met and (this is the preliminary report, subject to change):


  • Held Public Hearings -

    • Approved by 5-1 an amendment to the Fox Hollow Planned Development No. 1055 by amending the Planned Development Conditions and the Concept Plan. The requested amendment includes eliminating restrictions on front-facing garage openings and amending the minimum residential lot size from 8,400 square feet to 9,000 square feet.
      There was no public input.
      There was a discussion about the number of front-facing garages in the area.
    • Tabled an amendment to the Fox Hollow South (Villages of Fox Hollow) Planned Development No. 1114, amended by Ordinance No. 1126, by amending the Planned Development Conditions and the Concept Plan to allow for the development of single-family residential lots at a minimum lot size of 9,000 square feet.
      There was no public input.
      There was concern about too many 9,000 sq. ft. lots.
    • Approved an amendment to the Fox Hollow South (Villages of Fox Hollow) Planned Development Ordinance No. 1114, amended by Ordinance No. 1126, by amending the Planned Development Conditions and the Concept Plan to allow for the development of a Church.
      There was no public input.
    • Approved, with stipulation that retail building meets requirements for masonry, a Conditional Use Permit for a Child Care Center to operate at Block A, Lot 3, of the Ridgecrest Center Addition, located southwest of the F.M. 548 and Ridgecrest Road intersection.
      There was no public input.
    • Approved, with including screening in back, an amended Conditional Use Permit concept plan and exterior construction materials. The request is for the uses of Motorcycle Dealer (New/Repair), Auto Dealer, Used Auto Sales, and All Terrain Vehicle Dealer/Sales to operate at 113 E. U.S. Highway 80 and 117 E. U.S. Highway 80.
      There was no public input.

  • Approved, with addition of screening, a revised site plan for RideNow Powersports, located at 113 E. U.S. Highway 80 and 117 E. U.S. Highway 80.
    Mr. Morgan said this is the site plan for the approved CUP.
  • Approved a site plan titled Lake Pointe Church Forney, located on the north side of F.M. 741, west of Monitor Boulevard.
  • Approved a revised site plan for Forney Public Storage, located at the northwest corner of E. Broad Street and Regal Drive.
    Mr. Morgan said staff recommends approval. Mr. Cunningham asked if they were going to roof units for HVAC - yes, and screening is required. Mr. Bowen asked if there was a residence onsite - yes.
  • Approved in one motion:

    • a residential subdivision preliminary plat for Mustang Place, Phase II, located west of Trailhouse Lane and the Mustang Place, Phase I, subdivision.
      Mr. Morgan said this is not the same developer, but they are using the base standards. Originally min lot sized 3500, now 6000, many are larger. A new connection is being made, as required by the fire marshal. Mr. Cross asked about a proposed road going to the access road; Mr. Morgan said there will not be a straight road to ridgecrest, by design.
    • a residential subdivision final plat for Mustang Place, Phase II, located west of Trailhouse Lane and the Mustang Place, Phase I, subdivision.

  • Tabled a revised site plan for the Gateway Parks Amenity Center, located at 1351 S. Gateway Boulevard.
    There was wide displeasure with the severe reduction in size; the board wants to have the city attorney present to reconsider the item.
  • Approved revised elevation plans for the Cedars at Gateway Phase III, Gateway Pines, located east of F.M. 548 and south of N. Gateway Boulevard.
  • Approved a site plan for Bush’s Chicken, located south of F.M. 741 and east of S. F.M. 548.
    Mr. Morgan said it is a 1600 sq ft drive-through restaurant, staff recommends approval. Mr. Rexrode asked what would go into the corner lot; Mr. Edwards said they are leaning towards retail, restaurants, maybe a credit union. Mr. Rexrode expressed concern about the amount of traffic going through the parking lot. Mr. Morgan said if an intensive use were to go in, staff would study the traffic.
  • Approved in one motion:

    • a preliminary plat for Christian Brothers Addition, Lot 1, Block A, located south of U.S. Highway 80 and east of Regal Drive.
      Mr. Morgan said it is across Jack-in-the-box, access provided from that and medical center. Site plan meets all requirements. Staff has confirmed with applicant no items will be outside after close of business. Mr. Cunningham asked about number of spaces; applicant said no repairs will be done outside, and if in future they store cars outside, must be screened. Mr. Rexrode asked about tire & battery storage. Applicant said they do light automotive, have a recycler that comes in for fluids.
    • a final plat for Christian Brothers Addition, Lot 1, Block A, located south of U.S. Highway 80 and east of Regal Drive.
    • a site plan for Christian Brothers Automotive, located south of U.S. Highway 80 and east of Regal Drive.

  • Approved in one motion:

    • a preliminary plat for RaceTrac Market Addition Lot 1, Block 1, located northeast of the S. F.M. 548 and F.M.1641 intersection.
    • a final plat for RaceTrac Market Addition Lot 1, Block 1, located northeast of the S. F.M. 548 and F.M.1641 intersection.
