Nov. 6 City Council revisits quiet zones, does a refi, picks a flag design
The Nov. 6 City Council held a work session to revisit quiet zone options - Mr. Metz other options to the wayside horns previously considered, such as raised medians, quad gates (arms on both lanes on both sides of tracks), and night-time closures. The original budget for quiet zone from FM740 to FM548 was $450,000, these other options would reduce the cost to $298,000.
Council approved issuance & sale of $2,235,000 of General Obligation Refunding Bonds after representatives from First Southwest appraised the council of the option to refinance bonds, currently at 4 - 5% rates, down to 1.269% and 2.369%, depending on the type of bond. This would save the city about $342,000.
Council approved certificates of obligation for $1,050,000 for the purchase of Mulberry Park.
Council adopted a special events policy including a Spellman Ampitheater addendum, which sets limits for coolers to 12x17x12, and prohibits alcohol, glass bottles, laser pointers, recording devices, noisemakers, skateboards, inline skates and weapons.
Council selected a new flag design, keeping it similar to the existing flag by Mrs. Hamblen, using the new flying F and slogan.
